Laws of Tisha B'av
•No eating, drinking, washing, anointing, wearing leather shoes, marital relations, or extending greetings.
•No learning Torah, except for sections dealing with the destruction of the Temple; i.e. The Book of Eicha and the account of the destruction in Tractate Gittin (56a-58a).
•No tallit and tefillin in the morning. We do, however, put them on at Mincha on Tisha B'Av afternoon.
•No sitting on chair of normal height until Chatzot (1 pm on Sunday)
When Tisha B'Av is pushed to Saturday night...
•Fast begins: 7:57 pm - Even though Shabbat is not yet over, the fast begins at sundown. Because Jewish law forbids public displays of mourning on Shabbat, the seudah hamafseket, the final meal before the fast, does not involve the usual customs of mourning (i.e., sitting alone, on the floor, eating egg dipped in ash). Instead, one eats a regular seudah shlishit meal as seudah hamafseket, but finishes the meal by 7:57 pm.
•Non-Leather Shoes: 8:39 pm - Because Jewish law forbids public displays of mourning on Shabbat, one does not remove leather shoes/change to non-leather shoes until Shabbat has ended and one has recited Baruch Hamavdil Bein Kodesh L'Chol.
•Havdalah: Because it is Tisha B’Av, the havdalah service on Saturday night includes only the candle and on Sunday night before breaking one's fast, havdalah with Boreh Pri Hagafen and the Hamavdil.
Although normally certain activities are prohibited until noon of the 10th of Av, this year, since Tisha B'Av is a nidche, all restrictions are permitted immediately with the conclusion of the fast on Sunday night [including bathing, shaving, etc...], with the exception of consuming wine [other than for Havdalah] and meat, and music which become permitted at daybreak of Monday morning.
